Updated the displayed start date for a learner in a self paced course
that appears in the Learner Dashboard and the Dates tab.
Used the max of the course start date and the learner's enrollment date.
Course banner text is justified from both sides which is creating
extra spaces between the text ultimately impacting on usability.
To improve it, its alignment is modified and now it is no longer
affecting usability.

Currently, Resubmit photo-verification button is not been displayed
inside the approval box on dashboard.In order to allow a learner to
resubmit before expire it must be displayed in it.
Learners are not allowed to make an attempt of the procotored exam if
they verify their identity near to proctored exam date.To make them,
aware about their expiry date, modification are done to the status card
so that user experience will be improved.

This is motivated by a desire to have system wide messages for students

This reworks what was done #17930, since it had to be reverted from the IDVerificationAggregate migration.
We decided to abandon that model and directly read from both id verification models.
This partially reverts commit ee1c3a4548.
The migration files introduced by the commit have been kept since they have been run
already on several enviornments.
Updates behavior post unenrollment, also refactors accessible_modal
to enable the unenrollment survey to remain accessible after the
content in the modal changes (to the survey).

during rendering unicode object was used to generate the
optout settings bool value.
