* fix: studio registration using the LMS SSO
Add the social-core settings:
```

Change the registration link's `next` parameter to trigger SSO login
after the registration.
This is a first stage for removing the LegacyWaffle* classes.
LegacyWaffleFlag usage replaced with WaffleFlag;
LegacyWaffleSwitche usage replaced with WaffleSwitch;
New CourseWaffleFlag added to the temporary module __future__ as FutureCourseWaffleFlag;
Updated all the imports to use CourseWaffleFlag from the __future__ module;
BREAKING CHANGE: A number of toggle related constants (e.g. ENABLE_ACCESSIBILITY_POLICY_PAGE)
changed types. They were strings, and are now toggle instances (e.g. WaffleSwitch). Although the entire
refactor should be self-contained in edx-platform, if any plugins or dependencies were directly
using these constants, they will break. If this is the case, try to find a better publicized way of
exposing those toggles.
Switch from files.edx.org to the logos.openedx.org url for the "Powered
by Open edX" logos. We should still keep the old url working as many
old versions of Open edX still referer to it.
We're making this change so that for future versions of the edx-platform
the DNS for these logos lives alongside the rest of the Open edX
infrastructure managed by tCRIL.

If we are seeing an anonymous user, but the segment user id is still
set, we believe the segment user id is coming from a different user on
the same machine. This will make sure we clear out that storage and
then the indentify call will make a new anonymous id

This uses the new names introduced in edx-django-utils
3.8.0 (edx/edx-django-utils#59), which we're already using, as
well as updating a few other locations where we incorrectly refer
to New Relic custom metrics instead of custom attributes.
Includes a couple of unrelated lint fixes in a file I modified.

* unit tests. env changes were copied based on other MFEs in LMS
* added exam settings link to other course settings pages
* fixed pylint errors
* updates for requested changes
* updates for requested changes, as well as changes for xss linter
in preparation of dropping support for them entirely.
Re: timing: We will _not_ be going live with this on edx.org at launch;
we'll override this setting on our own installs, initially.
We do, however, want to get this merged ASAP, so that it can still be
pulled into Juniper. That will allow us to drop support in time for the
Koa Named Release, while still providing community operators with a full
Named Release cycle to handle deprecation on their installations.

This completes the work started in https://github.com/edx/edx-platform/pull/19453
to use the LMS login and registration for Studio, rather than Studio
providing its own implementation.
LMS login/registration are being used for the following reasons:
1. LMS logistration properly handles all SSO integrations.
2. A single logistration is simpler to maintain and understand.
3. Allows Studio to work more like all other IDAs that use LMS
logistration.
The original switch to use LMS logistration for Studio also added the
toggle `DISABLE_STUDIO_SSO_OVER_LMS` to provide the community some
additional time for switching. This commit removes this toggle, which
at this point means all deployments will use the LMS logistration.
This change requires sharing cookies across LMS and Studio. Should that
prove to be a problem for certain Open edX instances, there are
discussions of possible alternative solutions.

FRONTEND_LOGOUT_URL, and FRONTEND_REGISTER_URL.
* Redirect /signin and /signup to the LMS logistration.
* Add custom metric `uses_pattern_library`.
* Add custom metric `student_activate_account`.
* Add Django Settings to allow /signin, /signup, and /login_post to be
disabled once ready.
