feat: tutor-mfe compatiblilty for atlas pull (#1279)

- install atlas
 - remove `--filter` to pull all languages by default
 - use ATLAS_OPTIONS to allow custom `--filter`
 - include frontend-lib-special-exams in `atlas pull`
