feat: tutor-mfe compatiblilty for atlas pull (#817)

- install atlas
 - remove `--filter` to pull all languages by default
 - use ATLAS_OPTIONS to allow custom `--filter`
 - include frontend-platform, ai-translations and lib-contents in `atlas pull` command
