This adds OAuth2 and JWT API to call XBlock handlers. It is an alternative approach to #15940 - it reuses some DRF logic to handle this, but does not convert `handle_xblock_callback` to DRF view, which caused issues described in edx/XBlock#383.
Content Type Gating: Xblocks that have a graded component cannot be
accessed by audit track users.
- Caveats:
- In studio, instructors can set certain xblocks to be available to
all users, but graded components will default to not being
available for audit users
- If a course does not have a verified mode option, all users will
have access to graded content.
The Waffle Flag: The waffle flag is of for now.
It's name is: ```content_type_gating.debug```
This Commit Does NOT Include: Displaying for a user WHY they do not have
access to a specific piece of content. That change will be part of
another PR.
Calling runtime.handle('progress', ...) was causing a 404 error due to
the runtime handler. It should be okay for xblocks to submit a
completion or progress event; they just shouldn't have it treated
specially.

Makes use of the new SUBSECTION_SCORE_CHANGED signal to trigger a task that
updates persisted course grade values. We've also renamed SCORE_CHANGED to
PROBLEM_SCORE_CHANGED to head off any issues with unclear signal names.
