This commit fixes unpickling of exceptions that are based on `fs.error.ResourceError`,
which definitely happens if such an exception is throwed withing a Celery task
and, in turn, causes Celery worker to shut down.

Remove temporary FutureCourseWaffleFlag class;
Update ora2 and edx-toggles to versions cleaned from the
LegacyWaffle* classes;
Replace `override_flag`s with `override_waffle_flag`;
Replace `override_switch`s with `override_waffle_switch` (where it's possible).
BREAKING: get rid of the LegacyWaffle-based CourseWaffleFlag.
Both CourseWaffleFlag and FutureCourseWaffleFlag now use the modern
WaffleFlag as parent class. FutureCourseWaffleFlag left to support ORA
transition to modern waffle.
Switch to the ORA version which supporting new Waffles.
It was copied there in 4.7.0 (openedx/edx-django-utils#209) so it can be used in more IDAs.
Includes dropping dependency on PyNacl, which was only in use by that module.
Introduces `common.djangoapps.util.log_sensitive module` for
public-key encryption of sensitive debug information in log
messages, including CLI commands for generating keys and
decrypting log output.

* fix: upgrade py2neo from 3.1.2 to 2021.1.5
The dump_to_neo4j management command has not been working
since the upgrade to python 3.8. The latest version of
python that py2neo 3.1.2 states support for is python 3.5,
so this isn't surprising.
The earliest non-prerelease version of py2neo that supports
python 3.8 is 2020.x (skipping the 4.x and 5.x series). Since
we're going as far as a 2020.x, we may as well upgrade all the
way to the newest series, 2021.x. This commit does that upgrade,
as well as a handful of minor code modifications in order
to handle breaking changes that have been made to the py2neo
API, and some unrelated pin bumps as the result of
'make upgrade'.
This will also require an upgrade of Coursegraph's Neo4j
version from 3.2.x to 3.5.x.

code_owner_squad custom attribute for
monitoring purposes. See the edx-django-utils

This djangoapp was designed for talking to sailthru, in a fairly
edx.org-specific way. Nowadays, edx.org doesn't need this code and
if other installations do, it's better off as a more distinct
plugin anyway, rather than direct support in the platform.
I've moved the one signal that was still useful (calling
segment.identify() whenever user fields change) into user_authn.
And I've left the EmailMarketingConfiguration model alone for now,
but will remove that shortly. Nothing uses it as of this commit.

This:
1. Introduces a new override using the `pluggable_override` decorator.
It is now possible to specify a custom way of getting XBlock's icon
by defining `GET_UNIT_ICON_IMPL` in settings.
2. Introduces a way to add custom `XBLOCK_MIXINS` by defining
`XBLOCK_EXTRA_MIXINS` in settings. This allows, e.g. to add
new fields to XBlocks.
