* Update Financial Assistance logic

Use the zendesk proxy app instead of the unsupported zendesk library.

* Move to pre-fetching the group IDs.

Rather than making extra requests to zendesk to list all groups and find
a specific group ID. Just make a pre-filled list of group IDs for the
groups we care about.  When a group name is passed in, it is checked
against this list and the ticket is created in the correct group so the
right people can respond to it.

4813df02a3 Fix WL sites from causing multiple zendesk emails 
WL-1109. Currently the system is using org filters to tag zendesk
tickets. MITxPro uses both MITxPro and MITProfessionalX org filters
to pull courses from both orgs. This is causing multiple emails to
be sent from Zendesk as they are getting tagged with both
whitelabel_MITProfessionalX and whitelabel_MITxPRO. This fix changes
to using SITE_NAME instead.

ca82f143b0 When using in-frame LTI navigation in IE 10 & 11, problems are not rendering properly. 
The problems render properly in IE 10 & 11 when using edX directly, or when opening LTI in a new tab.
This is reproducible in Canvas and D2L
