cd0ef5b317 Remove unnecessary and misleading data-rel attributes 
These were first added in
https://github.com/edx/edx-platform/commit/d95b46dd19 but they don't
seem to do anything.  On Open edX sites, they are misleading.

1432dee97c SE-3243 Remove injected edxnotes from AboutBlock (#24930) 
This is required to stop get_course_about_section
html content from using the edxnotes version of
get_html, which injects the edxnotes html into it.
We don't want this injected into the html here,
because these are snippets meant to be displayed
in original form on the course about page.
