* Moving plugins infrastructure to edx-django-utils
This PR extracts the code that enables plugins in edx-platform and puts it in edx-django-utils. This is done to allow other IDAS to add plugin functionality.
This version contains necessary fixes for validating the "audience"
component of the JWT, as seen in ARCHBOM-1281. (I believe we'll need to
pass both the App ID and the Service ID in an additional AUDIENCE "other
settings" key for this third-party-auth backend.)

v3.4.0 is unreleased at this time (2020-07-28) and contains several
necessary bugfixes over 3.3.3 for AppleID, but also causes the
TestShibIntegrationTest.test_full_pipeline_succeeds_for_unlinking_testshib_account
test in common/djangoapps/third_party_auth/tests/specs/test_testshib.py
to break (somehow related to social-core's change 561642bf which makes
a bugfix to partial pipeline cleaning). ARCHBOM-1389 filed to address
this at our convenience.
Note: 3.4.0 was not released to PyPI due to a broken test, so we might
see a 3.4.1 when it's actually released:

This reverts commit 06e04eff8c.
Omitting the course_key argument to ExperimentWaffleFlag.is_enabled
causes a 500 when the underlying experiment flag is enabled.

The logic used to has a special case for edge in the hostname which
didn't really make sense. So instead we just check to see if the given
url starts with http and if it does we return it directly. If it doesn't,
then we try to convert it to a valid url and return that. If that fails
we return .
Add a new custom metric `unresolved_marketing_link` to track when we
run into this scenario.
There's a chance that the whole management command should be removed since we
don't do change modes with the command anymore but that's a different problem
for a different day I think.

This solves many problems for lms and cms tests that were making the jenkins workers get timeout.
That template have not seen changed since 2012, so I had to do additional changes in the templates in order to pass the xsslint checks:

mako-invalid-html-filter
I am not sure about the remove of the safe filter.
But I didn't found information about the 'safe' filter. It is probably that the now default 'h' filter is enough.
