The legacy video uploads page in Studio has been replaced with a new
view in the Authoring MFE. The legacy page has not been available for
some time, so it's all dead code. This PR removes it.
Please note that there's a waffle flag which enables the MFE version
of the video uploads page: `contentstore.new_studio_mfe.use_new_video_uploads_page`.
Unlike the other Studio MFE waffles, we're NOT going to remove this one now,
because the video uploads page has always been broken for sites other
than edx.org (or sites that have reverse-engineered their video pipeline) so
we'd like to keep the flag until it's either fixed for the community or
removed (https://github.com/openedx/openedx-platform/issues/37972).

Remove the legacy studio updates page and its related artifacts. They
have been replaced by API and a new UI in the authoring MFE.
This cleanup is a part of https://github.com/openedx/edx-platform/issues/36108
BREAKING CHANGE: The 'legacy_studio.updates' waffle flag will no longer
be respected. The system will behave as if the flag is set to false
permanently.
The assets page and related tests and settings flags will be removed.
They have been replaced with a new implementation in the
frontend-app-authoring MFE.
BREAKING CHANGE: The legacy_studio.files_uploads flag has been removed
and will no longer allow operators to fall back to the legacy files and
uploads view. The new MFE version is now the only available veiew.
This page has been replaced with an equivalent page in the authoring MFE
which has been on by default since Teak. This change removes the
ability to fallback to the old page using waffle flags.
BREAKING CHANGE: The `legacy_studio.course_outline` waffle flag will be removed
and the code will behave as if it's always set to `False`. Preventing
you from falling back to the old Course Outline page.
This is the page that lists the courses in studio. This has been
replaced by an MFE and the MFE has been on by default since Teak.
BREAKING CHANGE: Setting the `legacy_studio.home` waffle flag will no longer
work. The code will behave as if this is set to false showing the new
studio authoring MFE experience for the course home page.
This has been the default since Teak.
And update the studio-view function to raise a NotImplementedError since
we now rely on the authoring environment to provide the edit view of
this block.
Unfortunately, a copy of the template lives in the lms and relies on the
the underlying JS and CSS to render a tiny-mce editor in the instructor
dashboard. This means we can't remove the CSS and JS until we've dropped
the usage of it in the instructor dash. The good news is, that the work
to replace the instructor dash is in progress so those assets should get
cleaned up soon.
The places where the JS and CSS is still being used are:
* lms/templates/instructor/instructor_dashboard_2/instructor_dashboard_2.html
* lms/djangoapps/instructor/views/instructor_dashboard.py
The announcements editor was never ported to frontend-app-authoring, and
the announcements display was never ported to frontend-app-learner-dashboard.
This announcements feature is rarely used, undocumented, non-a11y-friendly, and
there were no volunteers to port it to the new frontends. It is the last
remaining part of the legacy Studio "Maintenance" dashboard. So, we are
removing it.
BREAKING CHANGE: This removes...
* Studio Maintenance dashboard legacy frontend
* Studio Edit Announcements legacy frontend
* The snippet of legacy learner dashboard which renders announcements
* openedx/features/announcements djangoapp
* The ENABLE_ANNOUNCEMENTS feature flag
Not removed:
* The announcements_announcement table from openedx/features/announcements .
The table is most likely very small, as it is only populated by administrators. Removing
it would be more labor for us and more risk of toil for operators than is worthwhile.

The Studio Maintenance app had two features:
* "Force Course Publish", which literally doesn't do anything. All it
does is tell you what version *would* be seen by users *if* the course
were to be published--no publishing actually occurs via this feature.
* "Announcements", which writes to the announcements_announcement
database table, but doesn't actually display anywhere.
Having these pages in the platform is actively misleading and creates a
maintenance burden for edx-platform developers, so we remove them.
Note that this commit does not include a migration for the announcements
Django app. So, announcements_announcement table will not be deleted.
Given the small expected size of any past-authored announcements, we are
not worried about leaving them in the database perpetually.

BREAKING CHANGE: A number of toggle related constants (e.g. ENABLE_ACCESSIBILITY_POLICY_PAGE)
changed types. They were strings, and are now toggle instances (e.g. WaffleSwitch). Although the entire
refactor should be self-contained in edx-platform, if any plugins or dependencies were directly
using these constants, they will break. If this is the case, try to find a better publicized way of
exposing those toggles.
Switch from files.edx.org to the logos.openedx.org url for the "Powered
by Open edX" logos. We should still keep the old url working as many
old versions of Open edX still referer to it.
We're making this change so that for future versions of the edx-platform
the DNS for these logos lives alongside the rest of the Open edX
infrastructure managed by tCRIL.

set, we believe the segment user id is coming from a different user on
