Michael Terry 6833823ccc Update student records buttons

Updates the look and feel of the two (experimental and disabled by
default) links to student records.

Also converts the 'student_records' waffle switch to a waffle flag
named 'credentials.student_records.

Learner Profile
---------------

This directory contains a Django application that provides a view to render
a profile for any Open edX learner. See `Exploring Your Dashboard and Profile`_
