Troy Sankey f30ae71c23 feat: add more verbose logging around force_enrollment

After testing the enterprise bulk enrollment flow with
force_enrollment=True, I'm finding that the enrollment is still not
forced. This extra logging will hopefully help shed light on where this
boolean might be accidentally ignored.

Open EdX Features
-----------------

This is the root package for Open edX features that extend the edX platform.
The intention is that these features would ideally live in an external
repository, but for now they live in edx-platform but are cleanly modularized.
