Dillon Dumesnil 4230f1fb39 fix: Update the shift dates logic for problems

Even if a learner could technically continue to attempt a problem,
if they didn't have any missed deadlines in the course, we would
never display the ability to shift dates. This corrects that to
not require a missed deadline. The banner on the unit is still gated
by needing a missed deadline.

Open EdX Features
-----------------

This is the root package for Open edX features that extend the edX platform.
The intention is that these features would ideally live in an external
repository, but for now they live in edx-platform but are cleanly modularized.
