Tim McCormack f75ae33580 feat: Implement (but don't activate) LMS OAuth2 SSO login for Studio (#28533 )

Once LOGIN_URL is changed for an environment, the OAuth flow will be
activated. (See included temporary doc.)

This is for ARCHBOM-1860: Convert Studio to use LMS OAuth login.
