1503e5f768 Grade only engaged learners 
Add a new waffle switch that allows us to assume zero grades for
learners who have no entry previously recorded, and another to
disable persisting grades for unengaged learners.

72dd85cebf Modify program progress meter for use on detail pages 
The meter now supports use with a single program, and can return serialized courses instead of counts when measuring progress.

a5ba476935 Ensures that the following GeneratedCertificate fields are passed 
through to the REST API:

* created_date: date/time the certificate was issued.
* is_passing: boolean flag denoting whether the certificate status is
  passing or non-passing.

And adds JwtAuthentication, so the Certificates REST API can be easily
accessed from Enterprise management commands.
