Improve CourseListView end point latency by removing CourseWaffleFlag.
...
This patch would remove CourseListView slow transaction by changing
CourseWaffleFlag to WaffleFlag. This removes extra hit on
WaffleUtil's model (WaffleFlagCourseOverrideModel).
