feat: reimagine certificate display settings
The course settings `certificate_available_date` (CAD) and
`certificates_display_behavior` (CDB) were previously
acting indedependantly of one another. They now work in
tandem. This change:
- limits CDB to a dropdown
- removes "early_with_info" and adds "end_with_date"
- only takes CAD into account if "end_with_date" is selected
- Moves CDB to the main course schedule settings page
- updates CourseOverview model and CourseDetails objects to
validate these fields and choose sane defaults if they aren't
expected values
This work was previously done in bd9e7dd (complete with bugs), so this
version is toggleable via the ENABLE_V2_CERT_DISPLAY_SETTINGS setting
for Chrome version 92. This token is added to the courseware iFrame, which
enables the iFrame to retain the ability to summon modals & alerts - or open
new windows via JS. This token has a limited lifespan - it currently expires around
Dec 14, 2021.

When a sequence title was unavailable for a user (e.g. before starting a timed
exam), the `None` value was displayed in course breadcrumbs. This hides it in
such cases and ensures that a trailing breadcrumb separator is not displayed.
A bug was reported of a learner accessing content that should have been hidden
due to the hide after due setting in Studio by the course team by clicking on
the Progress tab. This takes into account that value and will now hide the URL
on the Progress tab in that scenario.

When a certificate is in an unexpected state (i.e. notpassing with a
passing grade) this alert will allow the user to attempt to resolve the
issue on their own. It will run the code that checks the certificates
status. It requires that the course is configured to allow users to
Request Certificates though.

On focus to the answer submition notification, the
notification was scrolled to center of screen. This
behaviour was on Chrome(87+) browser.
This commits overrides the focus jQuery plugin to
set the alignment of answer notifications to the bottom of the
viewport.

The action buttons in wiki modal have href attribute
but do not have an event listener for click.
This PR changes the buttons to anchor tags so that they
work as expected when clicked.

- Continue renaming/removal of code referring to the Certificate "white list".
The Certificates Django app `CertificateWhitelist` model is going away in an effort to make our codebase more inclusive. It is being replaced
with the `CertificateAllowlist` model. This PR continues to replace references to the Certificate "whitelist" with "allowlist" wherever
possible. There should be no change in functionality, nor are there any changes in appearance.
This PR changes the preview URL redirect from Studio. Before when a user clicked on the course preview button to check unpublished changes, the preview in the New Experience would show the most recently published version of the course. The unpublished changes that the user was hoping to view are no present. At the moment users have been publishing the content to check it then having to republish the old version if they did not like the changes. As a short-term fix, this PR redirects to the Legacy experience where the preview option previously worked. Now the user can see the unpublished changes. A long-term fix is still being explored. This change will impact the Course Author.
This PR changes the default function of HTML anchor tags that focus on
another element on a different page in the course. Previously the anchor
tags that were set to scroll on a different page would open up the page
but remain at the top of the page. As a result, users would have to
manually scroll to the correct part of the page if that information is
known or they will read the entire page. Now when the anchor tag is used
to focus on a different page, the link of the new page is checked for a
hash and sends the location of the hash to the parent page to scroll to
the correct location. This change will impact the Learner in the New
Experience view.
#24020 introduced a workaround for viewing the current vertical in Studio
However, replacing `window.location.href` on `click` did not support opening
it in a new tab.
This PR changes the style of the "STAFF DEBUG INFO" dialog. Before in
the New Experience view, when a user viewed the dialog and the text in a
table exceed the width of the dialog, it would continue outside of the
dialog and be hidden. Therefore, the user could not properly read all the
debug information. Now when the text in the table exceeds the width of
the dialog, it will automatically wrap within the table block.
This PR changes the default function of HTML anchor tags that focus on another element on the page based on the name attribute. Previously the anchor tags that were set to scroll on the page to another element would do nothing since the scroll was set to only look for the id attribute. As a result, users would have to manually scroll to the location of the name attribute, if it is previously known. Otherwise, the link appears to be broken. Now when the anchor tag is used to focus it and send the location of the focus element to the parent page to scroll to the correct location. This change will impact the Learner in the New Experience view.

This patch will update the text on the course dashboard when a learner
successfully earns a certificate and that certificate is available. It
also adds to the Outline API for the Outline in the Learning MFE so that
the same changes can be made there.

Added cert availability date to the API used to get certificate status
by the learning MFE to support updated messaging.
Updated the cert availability messaging in the Coruse Dashboard,
including a text color change.
