To allow the notify_credentials management command to run from a
jenkins job, we want to allow the command to pull its arguments
from the database, rather than the jenkins interface.
So this adds a table that admins can adjust in the DB and a new
argument for notify_credentials to tell it to go look there.

When notifying credentials of cert/grade changes using
notify_credentials, don't worry about signaling for program cert
awards. (A) We don't need that functionality right now when
backpopulating credentials records, and (B) we have other management
commands for that anyway.
notify_credentials was flattening a queryset when it shouldn't have,
which was exploding a large query all into memory. Hopefully this will
help with that.
This command will trigger old data about certificates or grades to
be sent to the Credentials service, for initial population or if
something goes wrong and we need to cover a downtime gap.

Allow our utility function to filter out course certs when asking
Credentials for a list of certificates. This way once we start
handing back course certs, the LMS won't be surprised by
assumptions about what the credentials service will give back.
Updates the look and feel of the two (experimental and disabled by
default) links to student records.
Also converts the 'student_records' waffle switch to a waffle flag
named 'credentials.student_records.

Add some waffle-guarded connection points to the Credentials service
to start filling out the user flow for Student Records.
Specifically, add a button to the Program Progress Details page if
a certificate exists, and add a link in the Learner Profile page.
Both only appear if the 'student_records' waffle switch is active.

The new design for the program detail page introduced a sidebar which includes a program-specific listing of credentials. This is an improvement over the old list of credentials found on the program list page and is meant to replace it. The new detail page is stable, so the credential listing on the program list page can be removed.
