22c8e4c6ad Redirect Course Home for course that hasn't started. 
Includes the following:
- Move the redirect logic for before course that hasn't started to
share between Course Info and Course Home.
- Add audit comments for Course Info vs Course Home
- Other minor clean-up.

82daaa5ad3 Adding a reviews page to the course and updating the reviews module on the course about page. Removed the existing coursetalk implementation and put it in a fragment, removed the tests as well. Added configuration settings to specify the reviews template as well as the reviews provider. 8b65ca17c5 Migrate to latest, split python-social-auth. 
PSA was monolothic, now split, with new features, like
a DB-backed partial pipeline. FB OAuth2 version also upped.

Partial pipelines don't get cleared except when necessary.
They persist for special cases like change of browser while
still mid-pipeline (i.e. email validation step).

Refactor, cleanup, and update of a lot of small things as well.

PLEASE NOTE the new `social_auth_partial` table.

e733179d49 Store Learner language preferences into a cookie rather than the session 
This modifies the lang-pref django app to:
a) Use the current value of the 'edx-language-preference' cookie to set the
   users Accept-Language header on an incoming request.
b) At the end of the request, update the 'edx-language-preference' cookie
   to reflect the users current Language Preference choice, if any.

25383a603e Ensure Enterprise-integrated courses require user consent before granting access to Wiki and Discussion forum. 
* User-facing links are gated; internal services are not.
* Adds view decorator data_sharing_consent_required
* Renames `get_course_specific_consent_url` to `get_enterprise_consent_url`,
  which now checks `consent_needed_for_course` before returning a consent URL.
