If we don't make the DATA_DIR a derived_setting, the only way to
override it is to override the entirety of the MODULESTORE config, or
override DATA_DIR in common.py in your fork.
This basically changes how the xmodule static files are
generated and consumed in order to separate the Xblock
styles from general style files. Includes:
* build: decople XModule style assets by using a custom webpack loader
* build: move scss imports to its specific file
* build: fix: add system dirs to theme lookup paths. (fixes attempt 1)
* build: fix: use bootstrap variables instead of lms variables (fixes attempt 2)

By default if you use `localhost` as the `HOST` value for mysql, it
tries to connect to a file socket on disk rather than trying to connect
to the loopback hostname. This prevents us from running MySQL in a
container while running the LMS on your local machine.
Setting the host to `127.0.0.1` forces the SQL connection to go over TCP
instead. This allows you to map your container port to your localhost
without any issues.

Adds a tiny `openedx.core.djangoapps.staticfiles` app so that
static asset ignore patterns can be coded into configuration rather
than supplied on the command line or coded into pavelib.
Makes it easier to run static asset collection without Paver.

Gate access to exam content by requiring an access token. This is a signed JWT issued by the edx-exams service that grants a user access to a sequence locator for a short lived window while an exam is in progress. This feature only applies to courses using the new exam service instead of edx-proctoring.

The monolith no longer needs to understand how to build URLs to the Learner Record MFE. The Credentials IDA has logic to determine if (and how) a request should be redirected to this MFE. This PR remove unused settings from edx-platform.
We have already removed the use of these settings in #31672.

As a request by Data, this system repeatably groups users into
experiment groups. Based on end of user ID, users that fall beneath a
threshold (LEARNER_HOME_MFE_REDIRECT_PERCENTAGE) will be redirected to
the Learner Home experience, if enabled. Otherwise, learners will see
the legacy dashboard.

failed lookup. Can be overridden through config.
