In the PR https://github.com/edx/edx-platform/pull/10659 the outer_atomic decorator/context manager was created to prevent nested atomic blocks. This method received a boolean parameter read_committed to enforce read-committed MySQL isolation level. From Django 2, the default isolation level Django sets is read-committed, so the aforementioned parameter for outer_atomic can be removed
We ignore the missed_deadlines because this endpoint is used in the Learning MFE for
learners who have remaining attempts on a problem and reset their due dates in order to
submit additional attempts. This can apply for 'completed' (submitted) content that would
not be marked as past_due

This patch will update the text on the course dashboard when a learner
successfully earns a certificate and that certificate is available. It
also adds to the Outline API for the Outline in the Learning MFE so that
the same changes can be made there.
In DE-1822, we believed we needed to switch to start_date and end_date.
It was determined this was not the case, so this updates the comment
to ensure future users use the correct fields (start and end) and
updates any pieces of code that may have used start_date or end_date.
This djangoapp was designed for talking to sailthru, in a fairly
edx.org-specific way. Nowadays, edx.org doesn't need this code and
if other installations do, it's better off as a more distinct
plugin anyway, rather than direct support in the platform.
I've moved the one signal that was still useful (calling
segment.identify() whenever user fields change) into user_authn.
And I've left the EmailMarketingConfiguration model alone for now,
but will remove that shortly. Nothing uses it as of this commit.

Exposed the Date header on the outline api so clients can accurately compute times relative to the dates returned by the API; this was previously done with the course API (#26979)
Browser time is notoriously unreliable for this, especially for a Learner-facing countdown call-to-action based on the access expiration date. (REV-2126)
Using the Date header for this allows the client to make use of information that is already sent, does not require additional calls nor modifying the API, and could be generalized to more or all our APIs without modifying them.
A variety of updates were made to improve the toggle documentation:
* Added comments to help ensure that the waffle(), waffle_switches(),
waffle_flags() anti-pattern won't be contagious (copied).
* Some minor toggle_description updates.
* Removed empty toggle_target_removal_date annotations for
non-temporary toggles.
* Removed empty optional toggle_warnings annotations.
* Removed empty optional toggle_tickets annotations.
* Removed deprecated toggle_category, toggle_status,
and toggle_expiration_date annotations.
* Fixed some indents, use cases, and implementations.
ARCHBOM-1721
The function under test by the StrftimeLocalizedHtmlTest checks the
timezone in the user preferences of the user making the request. If we
don't explicitly set a request here, it will simply use the last Request
that `crum` cached in the thread local cache. This broke now
that we sometimes set the crum request.user to an invalid user in other
tests.
This change ensures that we have a valid request for these tests as a
part of the setup of this test class.
The change to masquerade in the courseware view allows the proper
viewing of the xblock from the perspective of the masqueraded user.
In this case, it allows a staff user masquerading as a learner to see
their shift dates calls to action inside the MFE (the old view already
had this set up). The second change allows the staff user masquerading
to reset the schedule of the learner being masqueraded via the CTAs
* Install `organizations` app into LMS and Studio non-optionally.
* Add toggle `ORGANIZATIONS_AUTOCREATE` to Studio.
* Remove the `FEATURES["ORGANIZATIONS_APP"]` toggle.
* Use the new `organizations.api.ensure_organization` function to
either validate or get-or-create organizations, depending
on the value of `ORGANIZATIONS_AUTOCREATE`,
when creating course runs and V2 content libraries.
We'll soon use it for V1 content libraries as well.
* Remove the `util.organizations_helpers` wrapper layer
that had to exist because `organizations` was an optional app.
* Add `.get_library_keys()` method to the Split modulestore.
* Add Studio management command for backfilling organizations tables
(`backfill_orgs_and_org_courses`).

DEPR-43 - Removal of Shoppingcart.
All models have been removed and the change has been deployed to production
so this should be safe to do.
It's strange that the ORM decided to drop certain fields before dropping the
whole models but decided to leave it all as the ORM generated it rather than
trying to manually change it.
Also turn the check back on to make sure people don't actually check in code
without the relevant migration files.

Removed most of the deprecated shoppingcart app, leaving just enough to allow us to cleanly remove the related database tables later. Also removed the relevant Django settings that weren't in use elsewhere.
This also has an initial use case for Personalized Learner Schedules
to add CTAs to capa and vertical blocks to allow users to shift their
course deadlines.
