- Add a new CourseEnrollmentCelebration model, which ties a
course enrollment to some booleans about progress celebrations
- Add serialization of the new model to the existing courseware_api
app's existing course info view
- Add new API in courseware_api to update a celebration model
Currently, the /login_ajax endpoint does not regard
any `next` or `course_id` parameters. This commit changes
that, sharing the logic that /login (which the current
templated login page uses) employs to cacluate
a redirect-after-login URL based on `next` and `course_id`.
The new functionality is behind ENABLE_LOGIN_MICROFRONTEND.
Learner who have already earned PDF honor certificates in old courses
are unable to see the certificate links on dashboard and course progress
pages since `course.cert_html_view_enabled` is deprecated and default to
True for all courses.

* Remove full table scan of VerificationDeadline.
Before this commit, we were doing a full table scan of
student_verificationdeadline, loading the results into a giant
dict, and reading/writing that to the cache. This was fine when the
code was introduced and there were dozens of courses, but now that
we're over 12K courses, it's becoming a major performance issue for
the Student Dashboard.
This uses a subquery to the course enrollment table so that we're
only ever pulling back the deadlines to a student's enrolled courses
for any given request. It removes the cache access entirely.

This reworks what was done #17930, since it had to be reverted from the IDVerificationAggregate migration.
We decided to abandon that model and directly read from both id verification models.
This partially reverts commit ee1c3a4548.
The migration files introduced by the commit have been kept since they have been run
already on several enviornments.
Change from specifying a retired username/email format to specifying
a retired username prefix and a retired email prefix/domain,
preventing possible config errors due to unexpected/bad formats.
This table is getting slammed and causing deadlocks, since 90% of it
is just this one setting on the default site we're going to stop saving
those and make it a default assumption going forward.
