This:
1. Introduces a variable for the Course Outline view in Studio.
A custom theme can override it to add new editors.
2. Exports a function for creating new editor modals.
A custom theme can use it to create editors without adding boilerplate code.
3. Adds a pluggable override for XBlock fields that are passed to the Studio.
Without this, custom editors in Studio cannot retrieve values of XBlock fields.

There was a JS bug that made it so the course creation rights
notice (the thing that invites new studio users to request
access to create content) disappeared if the user selected
the "Courses" or "Libraries" tab.
This is because it was incorrectly comparing the #courses-tab
URL frament against the string "courses" instead of "courses-tab".

This is really just the change to use the unicode copyright symbol
and then rerunning the pull translations logic (minus the transifex step)
to update the eo files. The other changes were just picked up as part of
running those scripts
feat: reimagine certificate display settings
The course settings `certificate_available_date` (CAD) and
`certificates_display_behavior` (CDB) were previously
acting indedependantly of one another. They now work in
tandem. This change:
- limits CDB to a dropdown
- removes "early_with_info" and adds "end_with_date"
- only takes CAD into account if "end_with_date" is selected
- Moves CDB to the main course schedule settings page
- updates CourseOverview model and CourseDetails objects to
validate these fields and choose sane defaults if they aren't
expected values
This work was previously done in bd9e7dd (complete with bugs), so this
version is toggleable via the ENABLE_V2_CERT_DISPLAY_SETTINGS setting

Before this commit, if a course author created a capa mcqs or similar problem without providing any answer text for an option the question would be created causing abnormal behavior for learners. This commit will validate answer text of all options and raise an error message to author to fix the issue on the go.
This commit removes several waffle toggles that have been enabled
on edx.org for years. It's time to remove the rollout gating for
these features and enable them by default.
This doesn't directly change any behavior. But it does create new
database objects by default now and allows for enabling other
schedule based features more easily.
Specifically, the following toggles were affected.
schedules.create_schedules_for_course
- Waffle flag removed as always-enabled
- We now always create a schedule when an enrollment is created
schedules.send_updates_for_course
- Waffle flag removed as always-enabled
- Course update emails are sent as long as the ScheduleConfig
allows it.
- This is not a change in default behavior, because ScheduleConfig
is off by default.
dynamic_pacing.studio_course_update
- Waffle switch removed as always-enabled
- Course teams can now always edit course updates directly in Studio
ScheduleConfig.create_schedules
ScheduleConfig.hold_back_ratio
- Model fields for rolling out the schedules feature
- Schedules are now always created
- This commit only removes references to these fields, they still
exist in the database. A future commit will remove them entirely
This commit also adds a new has_highlights field to CourseOverview.
This is used to cache whether a course has highlights, used to
decide which course update email behavior they get. Previously every
enrollment had to dig into the modulestore to determine that.
Author needs to have a quick access to ORA menu in order
to get proceed with assesment design. This introduces ORA
button to the tray.

Since Course Highlights aren't necessarily weekly (self-paced courses),
update the language to be more generic. And then includes a bug fix to
not send highlights to learners after they have unenrolled from a course.
