The toggle was previously an ExperimentWaffleFlag,
which allows stable A/B testing but increases the toggle's
complexity. Since we do not plan an doing any more A/B
tests as part of the MFE rollout, we can 'downgrade' this
toggle to a CourseWaffleFlag, which still allows us to do
phased rollout and course-run-specific overrides.
By explicitly importing the legacy namespace classes, we make it clear
that we are using soon-to-be-deprecated classes. We will then be able to
start removing the legacy classes, one module at a time.
When rolling out #25477, we dropped hundreds of email activation
tasks due to the renaming of student.send_activation_email
to common.djangoapps.student.send_activation_email,
and lost more when we rolled that PR back.
This happens because of blue/green deployment:
old workers are still online for a while after deploying,
so there is a period of time when the task names are mismatched.
To prevent this from happening again, this will make
it so the import changes don't change the names of
any of the Celery tasks.

This is part of a removal of the many override methods of toggle
flag/namespace classes. This allows us to remove imports of test modules
from production code.
Inside content_highlights.py, we had code to calculate due dates
for when there isn't graded content, but we could only reach that
code path if the user had an assignment with a due date at the
target date. Now we will check for all learners who could be in
range of having an update and let the code in content_highlights.py
decide if a highlight should be sent

A major update to this function allows it to actually autofill the
certificate information again! I believe LinkedIn changed their API
and we never updated our end. This fixes that!
This uses the new names introduced in edx-django-utils
3.8.0 (edx/edx-django-utils#59), which we're already using, as
well as updating a few other locations where we incorrectly refer
to New Relic custom metrics instead of custom attributes.
Includes a couple of unrelated lint fixes in a file I modified.
