* refactor: enterprise dependencies for EdxRestAPIClient replacement

- update utils used by enterprise to get rid of EdxRestAPIClient
- original utils stays in the code (to keep edx-platform api
clients working) till the

* fix: fix typo in the docstring
django-not-configured is an error raised by pylint (with
the pylint-django plugin) when it's not correctly configured.
We should not be applying lint amnesty for such a violation.
We should not be using custom signing keys for each service at this time. We may want to return to this strategy in the future; but, this is not the direction any of our other services are going in.
