Extends the common capa response types (string, numeric, multiple
choice, checkbox, dropdown) with feedback and hint
capabilities. "Feedback" refers to feedback shown to the student when
they check the problem, looking at their specific answer. "Hints"
refers to a Hint button in LMS which the student can click at any time
to see hints for that problem. The implementation extends the markdown
syntax to include feedback and hints. There are new Feedback-and-Hint
specific templates in Studio when the author clicks to add a new
problem.
when user try to update a problem the fieldset and legend solution for that
problem is lost because legend and fieldset are not added in the markdownToXml.
So added new markups where fieldset is to be added and used ```>><<``` markup for
legend.

Lots of plumbing to allow an asset named python_lib.zip to be imported
by jailed Python code.
This function can find the "python_lib.zip" asset, and is passed down
through ModuleSystem and LoncapaSystem so that capa problems have access
to the zipfile.
The bug is with the case of multiple-questions with targeted
feedback within a single problem.
Refactor the targeted-feedback tests to house
the most common xml in external files.
Move the capa test load_fixture function to __init__.py so it
can be used generally.

Final changes to comments and error messages.
LoncapaProblem was using ModuleSystem directly, but we're about to need
i18n passed in, so this gives LoncapaProblem its own LoncapaSystem
object to better module its dependencies. This commit simply passes
through the attributes of ModuleSystem that Loncapa needs.

Comments (and processing instructions!) are handled oddly in lxml.
This change will keep them from causing failures. They will be omitted
from the HTML generated, which is fine, since they aren't needed there.
