4e1877670e Check if enterprise matches site before consent 
We don't support enterprises with catalogs that span sites, so we can
safely ignore checking for consent when the site a learner is viewing a
course in is different than the enterprise that the learner is linked
to.

This commit caused performance issues due to increased API load from checking the

5268588980 Display banner if user declines data sharing consent 
Revert changes for getting enterprise customer from enteprise from
Enterprise API and update/add test.
Lookup the enterprise_customer_uuid based on the site and user if not
found through the cookie or request parameter.

8b65ca17c5 Migrate to latest, split python-social-auth. 
PSA was monolothic, now split, with new features, like
a DB-backed partial pipeline. FB OAuth2 version also upped.

Partial pipelines don't get cleared except when necessary.
They persist for special cases like change of browser while
still mid-pipeline (i.e. email validation step).

Refactor, cleanup, and update of a lot of small things as well.

PLEASE NOTE the new `social_auth_partial` table.

The internal_api_url field has been deprecated. All usages have been updated with calls to the method get_internal_api_url().
