This was the "outline tab" view of the course. Preceded by the
course info view, succeeded by the MFE outline tab.
In addition to the course home view itself, this drops related
features:
- Legacy version of Course Goals (MFE has a newer implementation)
- Course home in-course search (MFE has no search)
The old course info view and course about views survive for now.
This also drops a few now-unused feature toggles:
- course_experience.latest_update
- course_experience.show_upgrade_msg_on_course_home
- course_experience.upgrade_deadline_message
- course_home.course_home_use_legacy_frontend
With this change, just the progress and courseware tabs are still
supported in legacy form, if you opt-in with waffle flags. The
outline and dates tabs are offered only by the MFE.

The verification deadline should only show up on the dates outline if the integrity signature is not enabled for that course. If the integrity signature flag is enabled, this date should be hidden.
* refactor: Merge the openedx certs app with lms one
Move the certs API from openedx into the lms certificates app.
Functionally, this is a no-op. Cleanup will happen in a subsequent
commit. This is simply a move.
For self-paced courses, we have decided to switch to showing the end
date as long as it is within 365 days rather than the expected
duration of the course.

Specifically, pass the MFE the audit access expiration date and
let it know when the upgrade deadline has passed, by not passing
any verified mode information along.
ORA2 (openassessment) problems have multiple dates associated with are
not bound to the `due` date that is modified by Personalized Learner
Schedules. We expose the ORA2 dates separately in the dates page
so that learners aren't surprised by the differing deadlines.

- Looks at masquerading config for dates, outline, metadata, and
celebration APIs in course_home_api / courseware_api.
- Consolidates and cleans up places we check whether masquerading
gives us full access to a course.
Updating edx-when version to pull in a change related to not
returning dates if the enrollment happened after course end
(if no enrollment end date is set)
This takes over some of the logic in the is_enabled property which
previously checked two things: (1) is the date time-sensitive and
(2) is the date even applicable to this course.
Now, is_enabled is only responsible for time-sensitive checks and
the new is_allowed property checks applicability.
In this way, we can more cleanly separate whether a date block
should show up on the dates sidebar (is_enabled and is_allowed)
and the dates tab (is_allowed).
Updated the displayed start date for a learner in a self paced course
that appears in the Learner Dashboard and the Dates tab.
Used the max of the course start date and the learner's enrollment date.
