There are messages on each course card on learner dashboard that displays action panels to prompt learners to do IDV. With honor code signature feature on, those panel message should be disabled

* fix(program-portals): prevent resume course links from 404ing
From time to time course teams will delete a problem in an active
course. When this happens and that particular problem is the last
completed subsection for a learner, some naive attempts to provide a
"continue course" that takes the learner back to where they left off
may result in 404s. This checks whether a learner would be able to
access the block returned from completion data before we try to create
a link to that part of the course structure to hand to that learner.
It's used on the Master's program learner portal pages.

Move the certs API from openedx into the lms certificates app.
Functionally, this is a no-op. Cleanup will happen in a subsequent
commit. This is simply a move.
Beta testers can’t earn course certificates, so they should not see a “Request Certificate” button or other info describing how they can earn a cert.

feat: reimagine certificate display settings
The course settings `certificate_available_date` (CAD) and
`certificates_display_behavior` (CDB) were previously
acting indedependantly of one another. They now work in
tandem. This change:
- limits CDB to a dropdown
- removes "early_with_info" and adds "end_with_date"
- only takes CAD into account if "end_with_date" is selected
- Moves CDB to the main course schedule settings page
- updates CourseOverview model and CourseDetails objects to
validate these fields and choose sane defaults if they aren't
expected values
This work was previously done in bd9e7dd (complete with bugs), so this
version is toggleable via the ENABLE_V2_CERT_DISPLAY_SETTINGS setting
The `may_certify` function is used to determine whether a learner should
be able to see that their certificate is ready. It is therefore entirely
in the certificates domain. This remove may_certifiy and
may_certify_for_course from the xmodule and course_overview
apps and into the certificates app. The xmodule may_certify was not called
outside of tests prior to this, and the other's were easily moved.
In order to avoid circular imports, this also moved
certificate_info_for_user out of the model code and into an API
[MICROBA-678]
When a certificate is in an unexpected state (i.e. notpassing with a
passing grade) this alert will allow the user to attempt to resolve the
issue on their own. It will run the code that checks the certificates
status. It requires that the course is configured to allow users to
Request Certificates though.

This change causes the activation link that’s emailed to a newly-registered user
to utilize a next query parameter. The impetus for this change is an edX Enterprise use-case:
we'd like newly registered Enterprise Customer admins and learners
to be directed to the Enterprise Learner Portal (or Admin Portal) upon account activation.
This is likely a broad enough use case to be valuable in other endeavors.

A major update to this function allows it to actually autofill the
certificate information again! I believe LinkedIn changed their API
and we never updated our end. This fixes that!
- Add a new CourseEnrollmentCelebration model, which ties a
course enrollment to some booleans about progress celebrations
- Add serialization of the new model to the existing courseware_api
app's existing course info view
- Add new API in courseware_api to update a celebration model
Currently, the /login_ajax endpoint does not regard
any `next` or `course_id` parameters. This commit changes
that, sharing the logic that /login (which the current
templated login page uses) employs to cacluate
a redirect-after-login URL based on `next` and `course_id`.
The new functionality is behind ENABLE_LOGIN_MICROFRONTEND.
Learner who have already earned PDF honor certificates in old courses
are unable to see the certificate links on dashboard and course progress
pages since `course.cert_html_view_enabled` is deprecated and default to
True for all courses.
