997f765eaf Disable edxnotes for blockstore runtime. 
Blockstore runtime does not support courses currently and it will
not have the modulestore attribute in any case.

35d052492d update the name of the GDPR/retirement notes endpoint 
In https://github.com/edx/edx-notes-api/pull/67 the name of the endpoint
url changed in order to mitigate LEARNER-6532.  This commit gets
edx-platform back in sync.

a9b61c06d3 Remove the annotations feature introduced by Harvard. 
There are other annotations features still in the platform but this one
is the one that works with an annotations server that was specialized
and not generally used by most instances of the platform.

The initial PR to remove this was made by 'lduarte1991' and can be found
here: https://github.com/edx/edx-platform/pull/17299

The work done based on the squashed commits:
removed advanced modules config for annotations
remove module files and config for annotations
remove js and css files related to annotations, under ova folders
removed js and css annotator file configs for cms and lms
remove template html files for annotations
removed annotations options from static html book
Added back some files that were originally marked "for OVA" but others used as per acceptance tests
Added back css file configs incorrectly marked as ova
Remove annotation related advanced settings from test.
Correct hls require.js pathing.

3172000aba [edxnotes] use the correct url and update the API params 
This is really two separate things:

1. Fix the notes retirement endpoint to generate the correct notes API
url "/api/v1/annotations/" rather than the nonexistent "/api/v1/".

2. Update the API params to use "user" rather than "user_id".  This
depends on another PR in edx/edx-notes-api to make the corresponding
change on the API side.  This is required because "user" is the
hard-coded key that the permissions class uses to check the JWT token
user.

b2f4762dc4 Add API endpoint for retiring a user from EdxNotes (edx-notes-api) 
This also creates an appropriate course-agnostic location for notes
APIs, under /api/edxnotes/v1/.

5e69224c32 Deprecate escaping in display_name_with_default 
- Remove escaping in display_name_with_default
