e6e0a02e0a Adds CouseModule.course_visibility and XBlock.public_view() for unenrolled users access to courses. 
The course_visiblity field can have one of three values:
1. private (default): This keeps the standard access rules.
2. public_outline: Allows unenrolled and anonymous users access to the outline.
3. public: Allows unenrolled and anonymous users access to both outline and
   course content.

When an unenrolled user accesses course content, instead of student_view(),
public_view() is used. A default implementation is provided for XBlocks
which do not implement this view. The public_view() must not have any
functionality which assumes the presence of a valid User and should show
a readonly only interface for the XBlock content.

a1a9e8e140 Certificate messages must be dependent on active web configurations 
Progress page is showing certificate messages for those courses in
which certificates are not offered.To avoid it,a check is added on
the existence of active course configuration so that it should be
displayed only for courses offering certificates.

33edc71dc1 Exempt render_xblock from xfram options. 
Exempt render_xblock from xfram options otherwise, mobile apps, LTI
and other apps that iFrame our course-blocks won't work.

56ac149962 Add custom HTML to Course About page sidebar 
This allows course staff to add arbitrary HTML to the sidebar on the About page.

A waffle switch has been added in the course_experience app to allow enabling and disabling of this feature.

baf3e594be Fix PDF cert gereration/regeneration and URLs. 
Since cert_html_view_enabled is deprecated and set default true,
PDF certificates are not appearing for learners and staff also
unable to regenerate them.

4c7dc0b250 Add bundle key to program purchase button 
In order for a program to be tracked as a bundle in ecommerce and GA
a bundle key must be added to the basket URL. This adds that key to
the purchase button on the program marketing page.

b574641f17 Minor update to if-else to avoid unnecessary query 
If an anonymous learner visits the course tab view, we now perform one
less query to check enrollment status. This query has been moved inside
an else statement, and is only called if the learer is logged in.
