In f095c5fec6 it was decided to enable
anyone to make courses in Studio by default in order to make things
easier in dev environments. This was before the code was open source.
This default is likely in effect for many Open edX instances, but almost
no one would want this setting outside of development.
Hooks the pre-existing grades code into our new PersistentSubsectionGrade data

These changes unify four different approaches to JWT creation, moving the core of the AccessTokenView to a general-purpose JwtBuilder class. By default, migrations are applied as they always have been. Exporting DISABLE_MIGRATIONS=1 or passing --disable-migrations to Paver commands will create tables directly from apps' models.
