The availability of the YouTube API will be stored in student's settings.
The YouTube API is loaded asynchronously now, so no need to pass a
parameter to the front-end telling it if YouTube API should not be loaded
because of it's unavailability.
Removing loading of YouTube API from Studio RequireJS config. Now loading
of YouTube API is handled by Video module.

We would like to be able to generate arbitrary reports and expose them to the instructor by simply uploading them to S3. The existing grade download infrastructure pretty much supported that already, however, all of the internal and external structures were referring to the reports as exclusively grading related.

Adds a split_test_module XModule, that can choose one of its children
to display, based on a get_condition_for_user API added to the runtime.
To test, add something like this to an xml course, or make equivalent
tweaks in mongo.

Adds configurable middleware in common/djangoapps/embargo that
allows specific courses to comply with US Export regulations by
embargoing students from specific countries, whilst simultaneously
allowing other courses to be freely open to all.
Students no longer see a tooltip nor any button affordance (i.e. cursor
and color change on hover/focus) on the pinning feature. For moderators,
the tooltip is now correct when a thread is pinned, the button is
accessible for keyboard-only users and screen readers, and an error
dialog now appears if an error occurs in attempting to pin/unpin.
