feat: reimagine certificate display settings
The course settings `certificate_available_date` (CAD) and
`certificates_display_behavior` (CDB) were previously
acting indedependantly of one another. They now work in
tandem. This change:
- limits CDB to a dropdown
- removes "early_with_info" and adds "end_with_date"
- only takes CAD into account if "end_with_date" is selected
- Moves CDB to the main course schedule settings page
- updates CourseOverview model and CourseDetails objects to
validate these fields and choose sane defaults if they aren't
expected values
This work was previously done in bd9e7dd (complete with bugs), so this
version is toggleable via the ENABLE_V2_CERT_DISPLAY_SETTINGS setting

Since cert_html_view_enabled is deprecated and set default true,
PDF certificates are not appearing for learners and staff also
unable to regenerate them.

By default, disable all caching in tests, to preserve test independence.
In order to enable caching, inherit from CacheSetupMixin, and specify
which cache configuration is needed.

Two new certificate statuses are introduced, 'audit_passing' and
'audit_notpassing'. These signal that the GeneratedCertificate is not
to be displayed as a cert to the user, and that they either passed or
did not. This allows us to retain existing grading logic, as well as
maintaining correctness in analytics and reporting.
Ineligible certificates are hidden by using the
`eligible_certificates` manager on GeneratedCertificate. Some places
in the coe (largely reporting, analytics, and management commands) use
the default `objects` manager, since they need access to all
certificates.
