Previously, the course grade returned would be the stored grade,
which is calculated for all content, not just the visible grades.
(Some grades are not yet released to the learner.)
This fix recalculates the overall grade before sending to the MFE,
so that it doesn't have to recompute it itself (without all the
particular logic that the platform uses when grading).
AA-1217
It's long past time that the default test modulestore was Split,
instead of Old Mongo. This commit switches the default store and
fixes some tests that now fail:
- Tests that didn't expect MFE to be enabled (because we don't
enable MFE for Old Mongo) - opt out of MFE for those
- Tests that hardcoded old key string formats
- Lots of other random little differences
In many places, I didn't spend much time trying to figure out how to
properly fix the test, and instead just set the modulestore to Old
Mongo.
For those tests that I didn't spend time investigating, I've set
the modulestore to TEST_DATA_MONGO_AMNESTY_MODULESTORE - search for
that string to find further work.
This drops the learning_sequences.use_for_outlines waffle flag,
enabling using learning sequence outlines unconditionally.
(Note that Learning sequences still don't support legacy keys.)
AA-1040
Non-enrolled staff users were being shown enroll links for courses
that you can't self-enroll for (masters-only, invitation-only, etc).
This fixes the outline page to ignore staff status for that check.

While the new Weekly Learning Goals were being rolled out, the previous goal setting feature still existed behind a waffle flag.
The Weekly Learning Goals now become the one and only learning goal feature.
This change does not remove the old goals feature from the legacy backend, and therefore it does not remove any of the data that was used by the old goals feature.
The goals are now driven by the single pre-existing Waffle flag ENABLE_COURSE_GOALS
- Removed COURSE_GOALS_NUMBER_OF_DAYS_GOALS waffle flag, replacing it where needed with the existing ENABLE_COURSE_GOALS
- modified the API to remove the old goal_options, keeping the redundant weekly_learning_goal_enabled flag

* [feat] Add course over, not passing status to dash
If a student has not passed a course, the course has ended, and they
have a verified seat, we want to show them a message at a glance on the
dashboard.
We control rollout of the Learning Sequences REST API with the
USE_FOR_OUTLINES (learning_sequences.use_for_outlines) course waffle
flag. But sometimes we're going to want to be able to take a look at
production data output of this API before explicitly turning the API on
(and switching over to it) for the Courseware MFE. To do this, we're
going to make the availability base itself purely on the waffle flag and
course type (Old Mongo courses are not supported), and allow people to
"peek" at what the API would have given if it was rolled out by passing
an explicit "force_on=1" querystring param.
This is work to support the rollout of TNL-8330.
A bug was reported of a learner accessing content that should have been hidden
due to the hide after due setting in Studio by the course team by clicking on
the Progress tab. This takes into account that value and will now hide the URL
on the Progress tab in that scenario.
Previously, it would 404. While accurate, it's not a great user
experience. Users can be offered invalid jump_to paths in the normal
course of things, if course content disappears or they lose access
to it.
In both cases, they might be offered a resume URL in the courseware
that would be to a now-invalid location.
With this change, that invalid link will at least give them
*something* (the first unit in the course) rather than an error
page.
This also (unrelatedly) fixes an exception when the learning MFE
outline page tries to render a course that contains sequences
with no children.

In order to allow the learning MFE's progress tab to show a
different UX for FBE exceptions (where some exams can still be
completed by audit learners), this commit adds access information
to each exam.
