Formerly, the settings were:
* `MFE_CONFIG` for common config.
* `MFE_CONFIG_<APP_ID>` for app-specific overrides,
with each app getting its own Django setting.
This commit changes it to:
* `MFE_CONFIG` for common config (unchanged)
* `MFE_CONFIG_OVERRIDES` for app-specific overrides,
where each app gets a top-level key in the dictionary.
Why the change?
* We want common.py to have a complete list of overridable settings, as
it helps operators reason about configuration and allows us to generate
config documentation using toggle annotations. Dynamically generating
setting names based on arbitrary APP_IDs makes this impossible.
* getattr(...) generally makes code more complicated bug prone. Tools
like pylint and mypy cannot effectively analyze any code that uses
dynamic attribute access.
This setting allows loading of Resource Templates from outside the
edx-platform codebase.
Operators will be able to add their own custom resource templates
without needing to fork the codebase.
As part of dissolving our sub-projects in edx-platform, we are moving this package under the xmodule directory.
We have fixed all the occurences of import of this package and also fixed all documents related references.
This might break your platform if you have any reference of `import capa` or `from capa import` in your codebase or in any Xblock.

The node_path attribute & constructor argument of the ModuleSystem is
deprecated without any replacement service or fallback as there doesn't
seem to be any core blocks using it.
It also removes the references to node_path from the LMS settings, the
LoncapaModuleSystem and the XBlock runtime shim.

The ACE_* settings from lms/envs/common.py are all ignored because they are
overloaded by the plugin settings. We were recently bitten by this, as we
discovered that the ACE_ROUTING_KEY was incorrectly set to 'edx.core.low'.
Here, we fix this default value and remove ACE_* settings from
lms/envs/common.py to avoid confusion.

Implements a feature flag DISABLE_UNENROLLMENT that is used to disable students un-enrollment for all courses. The Unenrollment option should be disabled when this feature is set to True.

course info view, succeeded by the MFE outline tab.
In addition to the course home view itself, this drops related
features:
- Legacy version of Course Goals (MFE has a newer implementation)
- Course home in-course search (MFE has no search)
The old course info view and course about views survive for now.
This also drops a few now-unused feature toggles:
- course_experience.latest_update
- course_experience.show_upgrade_msg_on_course_home
- course_experience.upgrade_deadline_message
- course_home.course_home_use_legacy_frontend
With this change, just the progress and courseware tabs are still
supported in legacy form, if you opt-in with waffle flags. The
outline and dates tabs are offered only by the MFE.

This code was originally located at:
./openedx/core/djangoapps/coursegraph
However, code makes more sense within the ./cms tree, because:
* it is responsible for publishing course content to an
external system, with is within the responsibilities of CMS, and
* is uses modulestore, which is discouraged for use in LMS
(see 0011-limit-modulestore-use-in-lms.rst).
So, we move the code to:
./cms/djangoapps/coursegraph
and uninstall coursegraph from LMS.
We do not expect this refactor to have any breaking downstream effects.
