d19368525b DEPR-43 Remove most of the shoppingcart app (#24692) 
Removed most of the deprecated shoppingcart app, leaving just enough to allow us to cleanly remove the related database tables later. Also removed the relevant Django settings that weren't in use elsewhere.

update generate_code_owner_mappings.py:

* Uses updated 'owner.theme' and 'owner.squad' columns.
* Outputs new CODE_OWNER_THEMES to detail themes.
* Output lowercase names only

ad1a167432 Devstack: Revert back to not validating orgs of new courses (#25301) 
This change was originally made in preparation for a BD-14
change that would enable database-backed organizations
across Open edX. Since then, we've figured out a way
of rolling out database-backed organizations without
mandating that organization slugs in new courses are
validated. So, this puts devstack back to where it was before,
with ORGANIZATIONS_APP==True for LMS on devstack and
ORGANIZATIONS_APP==False for Studio on devstack.

From a developer perspective, this means that course
runs can again be created in Studio with any org slug.

3c119ecf10 Correct DemoX Code Grader solution 
the Show Answer button displays an answer that returns a SyntaxError:
invalid syntax

this commit corrects the print call by wrapping the int with str() for
proper type conversion and concatenates the sub strings inside parens
