The learner records feature had to be enabled/disabled via site-specific
configuration models, which is inconvenient for platforms that want to
disable this feature globally. Here, we introduce a
ENABLE_LEARNER_RECORDS feature toggle in the lms/cms settings that makes
it possible to disable this feature on all sites. Because this feature
toggle is set to True by default, this will not modify the behaviour of
existing platforms.

This stage does the following:
- Includes a data migration to copy the values from old to new field.
- Changes business logic to switch to using new field.
- Deletes all code references of the old field.

which implements the first stage of the `values` column rename in
SiteConfiguration. However, I included a small change:
This time, we set a default value on the new `site_values` column so
that the ORM will happily deserialize the JSONField without throwing a
JSONDecodeError.
Allow our utility function to filter out course certs when asking
Credentials for a list of certificates. This way once we start
handing back course certs, the LMS won't be surprised by
assumptions about what the credentials service will give back.
The new design for the program detail page introduced a sidebar which includes a program-specific listing of credentials. This is an improvement over the old list of credentials found on the program list page and is meant to replace it. The new detail page is stable, so the credential listing on the program list page can be removed.

This includes a representation of the user's progress towards completing each course in the program and a list of any relevant course and/or program certificates the user has earned.

This commit contains back end changes necessary to load programs from the catalog in all contexts. The existing program munging utility is applied as late as possible to avoid conflating this work with changes to the front end; those will be made separately.

When program detail pages are enabled, cards on the listing page will link to their respective detail pages. Includes extensive cleanup of program listing tests. ECOM-4227.
By default, disable all caching in tests, to preserve test independence.
In order to enable caching, inherit from CacheSetupMixin, and specify
which cache configuration is needed.
