Update toggle_name annotations from "XXX"
to "FEATURES['XXX']" to match the name
used by the toggle state endpoint so they
don't seem like two different toggles.
* Install `organizations` app into LMS and Studio non-optionally.
* Add toggle `ORGANIZATIONS_AUTOCREATE` to Studio.
* Remove the `FEATURES["ORGANIZATIONS_APP"]` toggle.
* Use the new `organizations.api.ensure_organization` function to
either validate or get-or-create organizations, depending
on the value of `ORGANIZATIONS_AUTOCREATE`,
when creating course runs and V2 content libraries.
We'll soon use it for V1 content libraries as well.
* Remove the `util.organizations_helpers` wrapper layer
that had to exist because `organizations` was an optional app.
* Add `.get_library_keys()` method to the Split modulestore.
* Add Studio management command for backfilling organizations tables
(`backfill_orgs_and_org_courses`).

The limits can be defined in settings.CODE_JAIL['limits_overrides'],
which is a dict mapping context ids (generally, course run keys)
to overrides to be applied to settings.CODE_JAIL['limits'].
This will allow us to temporarily alter the codejail limits
for certain contexts in order to enable, for example,
a certain course run's tasks to run longer while a large exam's
grades are recomputed.

The old folder name is somewhat confusing, because the
folder contains shims to _compensate for the removal
of sys.path hacks_, but does not contain the sys.path
hacks themselves.
Furthermore, this import_shims/ system could also be
used for other import path changes, such as turning
the locally-installed packages in common/lib/
into regular, importable modules
(e.g. `from common.lib.xmodule import abc` instead of
`from xmodule import abc`). So, a name that is not
specific to the sys.path hacks may be better
in the medium-to-long term.
Along the same lines, we also rename SysPathHackWarning
to DeprecatedEdxPlatformImportWarning.

This change was originally made in preparation for a BD-14
change that would enable database-backed organizations
across Open edX. Since then, we've figured out a way
of rolling out database-backed organizations without
mandating that organization slugs in new courses are
validated. So, this puts devstack back to where it was before,
with ORGANIZATIONS_APP==True for LMS on devstack and
ORGANIZATIONS_APP==False for Studio on devstack.
From a developer perspective, this means that course
runs can again be created in Studio with any org slug.
