The JWT_COOKIES_FLAG was a temporary flag used for rollout of the new
JWT cookies. These are live in Production, so we are removing the flag.
Without this flag, we set JWT cookies during login. However, this
requires an oAuth Client that isn't always available during unit tests.
We introduced a feature flag that is only used for unit tests to
disable setting the JWT cookies. The code explains a bit more why this
solution was selected over adding the oauth client to the database.

We moved from configuring installed components in settings.py files to using just Python entry points.
This used to be a setting which enabled all XBlocks with appropriate entry points.
It was removed from the rest of the codebase in a previous PR, and this usage was
inadvertently left behind.
It should help catch unicode encoding problems earlier.
This also updates python-saml dependency to a version that includes a
patch for unicode strings.
Catalog-based MicroMasters need to be displayed in the LMS. However, the LMS currently retrieves all program data from the soon-to-be-retired programs service. Consuming program data exclusively from the catalog service is out of the question right now; it's too complex to confidently pull off in a week. This is a functional middle ground introduced by ECOM-5460. Cleaning up this debt is tracked by ECOM-4418.
Extends the Programs ConfigurationModel, cleans up Programs-related utilities and corresponding tests, and corrects caching. Uses the Programs API to list programs within Studio. ECOM-2769.
