101e69d78b chore: Upgrade Python requirements (#37710) 
* chore: Upgrade Python requirements

* build: Downgrade edx-submissions for now.

The latest version changes a method signature and so code here will need
to be updated before that can land. There is already a PR to pick up
that change https://github.com/openedx/edx-platform/pull/37528 so it
doesn't seem worth it to add the constraint so just downgrade the
package in this PR so we can land the rest of the updates.

644e7e786a build!: requirements/edx-sandbox/py38.txt (#36049) 
This was a temporary backcompat alias to requirements/edx-sandbox/quince.txt.

Developers relying on this file to run a python3.8 sandbox should:
* first, switch to requirements/edx-sandbox/quince.txt, which works with
* python3.8 and then, upgrade their codejail sandbox to a newer `<release>.txt`
* since python3.8 is EOL.

See the readme in this directory for more details.

6c045c7b39 feat: Unpin xmlsec and lxml. 
We are now on Python 3.11 and running tests
on the latest version of Ubuntu, which seems to mean
we don't need these pins anymore. In fact, it seems
to break while on these pins.
