feature: Updated the text when a learner earns a cert on the Dashboard

This patch will update the text on the course dashboard when a learner
successfully earns a certificate and that certificate is available. It
also adds to the Outline API for the Outline in the Learning MFE so that
the same changes can be made there.

refactor: Switch to using course_overview start and end everywhere

In DE-1822, we believed we needed to switch to start_date and end_date.
It was determined this was not the case, so this updates the comment
to ensure future users use the correct fields (start and end) and
updates any pieces of code that may have used start_date or end_date.

Mgmt. Command to Sync Marketing Urls from Catalog service

Introduces a mgmt. command that retrieves course runs from catalog service in order to update marketing urls for the courses found in course metadata cache (i.e. CourseOverview). This also provides an updated utility to retrieve course sharing url.
