Replacing OAuth2Auth (#23067)

- Removing deprecated auth classes
- Replacing OAuth2AuthenticationAllowInactiveUserDeprecated with OAuth2AuthenticationAllowInactiveUser
- the old class was a child class of a deprecated class that we are removing and replacing.
